Thinking of starting mobile/setting up at home

Hi, I m just wondering if anyone can give me advice on the legal side of converting my spare bedroom into a salon. I obviously have insurance etc but it's the legal side to letting the council know etc? I'm currently doing mobile hairdressing but I find washing colours off awcuard so I'm going to have a backwash fitted into my spare room. X
Can anyone just point me into the right direction?
