I am trying to decide whether I should tone my hair now and would be able to pull out most of the red tones or if I need to do another round of bleach first. I’m planning on going in with my base color to break up the highlights a little bit once my gray starts showing up. The last photo is my inspiration although I don’t necessarily need it that light, I just I don’t like how red it lifted. I know I have to lift to this color first, I’m just not sure how much red is realistic to cover.
Tone now or more bleach?

Definitely needs to be lifted more. And then toned. It's too dark and warm to achieve what you're aiming for.
A toner would have to be darker or make it seem darker in order to correct the tone.
Obviously be mindful you don't push the hair too far in a short space of time.
