is this best on wet hair or dry an how long to keep on for???

Illumina is to be mixed 1:2 for toning with 1.9% /6vol. For toning you apply it to towel dried hair.

10/69 won't turn your hair silver, as well as violet you need pearl(blue) and or Ash

Pastel toning is usually 20 minutes. I see you're looking to achieve silver, I don't think 10/69 will make your hair silver..... It will just clean up the blonde you have. What base level are you applying it to.

yes i have my level 2 and nearly finished level 3, just not used wella before
