It usually takes about 4 times for 90 sec for the top coat to not look dull but sometimes it still goes dull after touching, why is this?

No gel polish should take 7.5 minutes to cure - that implies lamp/product mismatch. That is also the reason for dulling, it's incorrectly cured.
