Uneven tone

Hey guys! After a scalp bleach today I toned with Lakme gloss 10/20 to achieve an icy blonde look, applied evenly with a brush onto roots and brought down into the rest of the hair and washed off after 20 minutes however the toner only grabbed to the midlengths and didn’t really do much for the roots which has left the clients orangey undertone at the roots and hairline. Any tips on how to rectify this?!

If the hair has yellow /orange undertones, then a level 10 gloss isn't going to be pigmented enough to neutralise the underlying tones, the hair will need to be lifted more to achieve a level 10.
