I don't think the level of UV rays can have such a negative effect on the health of your hands. You may want to consult a cosmetologist on this issue. That being said, I am unaware of any studies proving what you are saying. By that logic, any flashlight can be dangerous, but it is not. For example, I often use flashlights on hikes that shine on my limb skin in one way or another, but I have not noticed any changes.
