Try www.apprenticeships.org.uk and check out the employers section it may be a helpful start. I don't know the answer myself but they would be attending a training provider to get their qualification so at a guess you'd need to hold the quals yourself plus a few years' experience xx
There aren't any guidelines to qualifications you need to teach an apprentice. Just the relevant experience to make sure the apprentice can complete all the modules in their course. Obviously if they are studying level 2 it will be easier if you have it too.

Also you can get an A2 assessors award which can be done through some colleges which means you would be qualified to pass the trainees off on certain things done in the salon.
