XP 100-how do I use?

So I have used XP100 before and it worked brilliantly this time with 10.81 it didn't even do anything to my hair? I can't figure out what I'm doing wrong? I have attached a photo of the products I'm using and my current hair colour.

No I have done Level 1&2 . Base is ash blond and I have only bleached to achieve this colour using purple shampoo. My desired result is more silver.
 
I dont recall seeing 10.81 on the new shade chart? I'm currently converting over to xp100
 
No your base level is a number between 1-10. How porous is your hair?
For best results you should always use the correct matching developer.
Where did you buy your colour from? Could it be old stock?

Oh I'm not sure about that. I got it from salon services about 4 months ago
 
i have found that the 10-81 isn't great so i would try maybe 10.12 with some 10.0 to dilute it goes quite silvery
