I use LINE Camera - it used to be called Aillis - it's free on an iPhone and you can add different type sparkles and re-size etc

When you have chosen the photo you want to edit all of the option will be at the bottom of the screen.
Choose the heart shaped button and you can choose stamps, then choose the heart again and it will bring up the sparkle stamps.
