Dark spots on bikini line

Iv been waxing for quite a few years now, Iv always been aware on dark spots and not took any notice but recently have booked a holiday and now am worrying about them being seen when I wear a bikini I exfoliate is there anything else I can do?

Are these dark spots areas of pigmented skin (like a dark freckle) or do you think they are hairs trapped under the skin?

I sorry for the really late reply, Iv come to think they are actually hairs under the skin!! There really deep though to deep to pop out :-(
