Can anyone tell me the formula for a color like this on someone that already has dark brown ish hair! I do not do hair, I have a friend who gets it done and wants to know what to get

Unfortunately the hair professionals who use this site will not give detailed technical advice, particularly colour formulas, to those who are unqualified.
Is your friend a hairdresser? If not, then it's probably best that she seeks the services of a qualified hairdresser and/or colourist.

Her mom is the hair dresser! 
no I totally appreciate that you won't! I only have my nail license and I completely agree that it isn't fair or smart to let anyone do it. It actually bugs me ha so I feel ya. I totally understand. Her mom just makes her pay and pick up the color and toners when she does her hair
