I don't think there is anything wrong at all with saying the nails are 'top heavy' if a client comes to you and askes for your help or opinion. If they are in need of a rebalance and 'top heavy' or 'tip heavy' as you say then that is what they are.

I think the problem was the other nail tech commented on a new set of nails that the client was happy with. The client hadn't asked for the other nail tech's opinion, but she was given it anyway. The nail tech used the phrase as to imply that a good job hadn't been done.

If a client comes to you after three weeks and the nails are in need of a rebalance and 'tip heavy' then that is what they are. It makes sense to me too! lol
