It depends what you’re using it for. You get what you pay for with Pivot Point heads and that’s why they’re used by the top professionals for competitions and demonstrating with.
For practising ‘hair ups’, I use a Sibel Jenny training head as it’s a good density and 100% human hair so won’t melt if I use a wand or straighteners on it.

The cheaper heads are great for students practising basic cuts. Just beware if you’re using heated tools or colour chemicals to use 100% human hair. I remember at college a student using a cheap unbranded head from the internet and it melted when she was practising bleach foils.
