Hi there! I used a 30% developer on my mousy blonde hair, I put a cap on and left for 45 min and it was still a bit yellowy. Also the tint used after did not take to well because of the yellow. I believe if i left it on for 15 min more it would have done the trick but i was getting 
a bit nervous.
I am trying to get it to a creamy blonde - Colouring Your Hair Blonde
What are your recommendations - Re-bleach after a few months with a low vol developer maybe 10%-20%?
Also to achieve this look do the top strands need to be completely stripped of all pigment first?
I have long hair...mid back.
