Hello ladies

Can anyone advise the best way of achieving the two tone nail effect in the attached picture please?

I love it, looks so effect, just don't know how to do it.

It looks to me as if the base colour is a white shade, with glitter applied to one half and gold striping tape applied to create the two tone effect.
