You'll need to check with your insurance but I wouldn't have a minor undressed on their own

The answer is simply no.
Regardless of insurance etc you need to have professional limits, I would certainly insist on parental attendance for all clients under the age of 18 and then still request ID.
I apologise if this is not the response you wanted but trust me you want to cover your back.
I think you've hit on a really great idea though and maybe do a mother daughter deal? for every prom tan you do the mum gets one half price? at least that way you get the guardianship.
