Can you work on toes without a pedicure qualification?

Hi geeks,

This might seem like a strange question but.....

Can you paint and file someones toenails if you haven't done a pedicure course???? I just completed a manicure course and when i raised the question no one seemed to know. I also checked with my insurance people but they didn't know either.

Would love feedback to help set me straight. Thanks in advance.
