You need a gambling license if you plan on offering a raffle where people. Pay for tickets?

No I didn't either till last night! So now my open evening raffle will operate on the basis you will be entered if you spend £15 or more on products and services x

I am sure you only have to pay your council.

When I was in a club, I remember seeing on the list of outgoings the £10 for the year

You could always ring and ask, It may not be as bad as you think :)
 
If it is a for charity raffle and tickets are sold and drawn during a specific event then you are okay. Otherwise yes you need a gambling license from your local council. Just ring the licensing team and they will tell you what to do, it is not usually very expensive and covers you for a set period.
