Easilocks VAT question

Just been on the easilocks website to order some hair pieces, but some are 23% vat and others are the normal 20% . Is this legal i thought you could not charge more then 20% threshold , or am i missing something ?

From a quick look they're based in Ireland. They have a higher VAT then us.
