Hair Geeks, what is the best high lift to lighten hair?

Hi hair geeks need your expertise in this, my sister wants high lights but im not sure what brand to go with. Done my friends with ice lights turned out fan. Looking for something with moisture and kinder too your hair.

Any suggestions I will be most grateful :-D xx
