'local' council

I think i know the answer to this but wanted to just check.
I'm looking into training and offering ear piercing. The only thing putting me off is the local council registration. Where i live it would cost £250 for the premsises (even though i would do it mobile) and a £50 operator fee.
So i was wondering if i would beable to register with another council (just a couple of miles away) As this would be only £32 perm and £20 op fee?

Hi, No you have to pay the fees to your council as it's their jurisdiction you are under.

Thought so, it just seens so unfair i wold have to pay £300 but if i lived 2 miled away i would only be paying £52
