Why it is important when treating minors under16 to have a parent or guardian present

Hello, can someone please please help me! I know the answer but don't know how to put it in words and need more information.
It's for my course work:)
 
Few reasons. To ensure that they understand the treatment and consultation, but I'd think mainly that if there is any exposure of their body, that you can be sure that an appropriate adult is present to ensure their safety and well being
 
I was in this situation in work and was told by management that we are not insured to work on anyone under 18 and that is how i put it to the mother. She accepted this.
 
I thought we weren't supposed to give out answers to coursework on SG?
