Wow so many different opinions on here! No wonder OP is confused LOL.
In majirel there are four 'basic' colours that will cover 100% white hair without mixing needing to with anything else:

Natural Basic e.g. 8
Deep Basic e.g. 8.0 (for resistant hair)

Natural Golden Basic e.g. 8.03
Golden Basic e.g. 8.3

If you the coverage is translucent you could either (1) pre soften the section at the front by applying a thin amount of the 9.03 without developer, leave it for about 10 minutes to soften the cuticle and then apply the colour over the top with developer. Or (2) if that is too much work you could try going half a shade darker for a easier fix, since as mentioned earlier level 9 colours don't have much pigment anyway.

Some people said you should or shouldn't mix with a neutral level 9 - you shouldn't need to. It's possible that it would cover more, but would flatten down some of the gold tone in the colour.

I use majirel and have always found 9 doesn't cover very well on white hair just tones it x
 
Golden basics cover better. So 9.3. I found majirel needs to be more precisely mixed than wella. Also l'oreal oxidant is essential it's useless with basic peroxide!
