Colour help?

So am doing my sisters hair in a few weeks time at the moment her natural base is a 6 and l the rest are 8/9 previous highlights they are very warm which i want to get away from she wants balayage am thinking for the root a 7 but just thinking of ideas would you colour the whole head u 7 and then dry and go throught with loreal freelights and tone or am i over thinkig being mobile i question myself alot and lack confidence in my final desion what to do any ideas thanks
 
I think it mostly depends on how confident you are! I personally am not confident enough to do the colour and balayage at the same time. So I colour first and then wash dry and then balayage :) it takes longer but it's less stressful for me :)
 
i would do a root strech, I would stick with a 6 if you want it cool, any lift will expose warmth, so i would use 6/1 Colour Touch.

Balyage rest with a lightner and 6, and 7/89 to really cool the ends down
