As a small business is there any reason why you wouldnt have a contract for your employee? Is there any cost involved?

Personally I wouldn't work anywhere that has no contract. I've been done over by a verbal contract in the past.
A black and white piece of paper in your hand is a much safer option for you and the employer. There is a cost, you can pay a solicitor to draw one up or you can buy a pre made one online.
