I was given the mailing list of a wedding fayre I attened, am I able to use their addresses and send them a flyer and discount vouncher? Or is that 'unsolicted'?

If it's a mailing list as in they all gave their email addresses voluntarily to be kept up to date with different aspects of the show or vendors that were there, then absolutely, make the most of it!

I think it would be dependent on the terms of what they signed up for - if it was a generic list for all attendees to get updates from all exhibitors, then fair enough. If it's a mailing list for a single exhibitor then I would suggest that they have signed up for updates from them and them alone.
If it's the former, go for it!
