Can anyone recommend a good foundation for my skin which is patchy dry around bridge of nose and forehead but also to help cover my puffy bark eyes.

It is very hard to recommends a foundation without seeing someone's skin. Also, you should be looking for a concealer for your eyes rather than worrying about how the foundation will work in that area.

Best thing to do is go to a department store, discuss your needs and concerns at each counter and get yourself plenty of samples. I would never buy a foundation without trying for at least a few days first.
