Manicure tools maintenance

I did do a search on here but unfortunately I did not find any recommendations. Please how/where/who do you send your manicure tools to when they become dull?
Google did not help me much

Please does everyone buy new tools?
I was told by a course tutor that any shoe repair shop would do that but the places I visit in central London do not do it.
I have a fine quality cuticle nipper which I love and want to keep using.
Please help!

I also buy new ones. My cuticle nippers last a long time unless dropped. I've tried getting them sharpened before by 2 different people that always sharpened our hairdresser shears. It never worked. Actually it only made them worse (they would keep snagging and pulling the skin).
