Provisional licence and salon waste?

ME again,

can you tell that im now starting to gt everything down bfore staring set up for my salon at hom lol.

just been rading a really good step by step list about how to set up a buisness, and it says i need to inform council who wil give me a provisional licence that i have to pay for? does anyone know what the cost involved is? tying to do my overheads etc.

Also what does everyone who is homebsed do with waste from the salon?, does itgo with genral household waste?

I am just starting up home based too. What is the council licence for? I am just trying to find out what I need to do legally.
