registering for VAT?

Hi, just wanted to see what your opinions are on registering for VAT voluntary?
Im not expecting to earn over the threshold for VAT (or anywhere near it - although it would be nice!) but i read about registering for voluntary VAT.
Is this really beneficial or just a lot of hassle thats not really worth it?
Do you offset your outgoings against ur incomings without registering for VAT? eg, i bought a mobile phone for my business, could i offset this against what i earn when i do my tax rerurn?.....
