Using 3% with toner, should it lift natural hair?

Hi all just wanted a bit of help. Recently balayaged a clients hair with bleach 30vol, the colour lifted quite warm as expected so went to tone at basin. Usually go in with a goldwell colourance (quasi) but another stylist suggested using topchic (permanent) with 3%.

The ends toned lovely however I'm sure the 3% lifted her natural root slightly and she ended up with a slight root glow.

I know some people say 3% only darkens not lightens but is this true?
I should of followed my own instinct and not others!
 
Permanent color that's in a alkaline base and even with 3% peroxide will create lift, use a demi.
 
Yeah it will lift the root
