Looks like a stamper (as in Konad stamping) covered in cling film/plastic wrap to me.
Oh wow, that's so cool! Has anyone tried it yet?
I want to go try it now but it's almost midnight here and I know I'll get "nail art distracted" for too many hours so I'll try it tomorrow...lol.
