If a peson owns a building. Do they have to pay the rates on it if the property is empty?

Usually it's only under certain circumstances that you don't have to but its for a limited time - like sporting clubs, monuments or other things. You'd need to check with your local council though.
 
In our area you have to pay even tho a building is empty, but If it is occupied by a small business they can claim up to 100% small business relief proofing the rateable value is under £4k.

cant really say much but a friend of mine is having hassle with rates.
She doesn't own the building nor responsible for the business, and getting lots of grief from the owner about business rates.
I was going to say to her, even if the premises was empty, would the owner not have to pay anyway?? but needed to be sure first.
Even so...Thats not her responsibility.
