Help with toner after balayage-ashy

I'm doing a balayage on a level 4 (tinted hair)

I'm going to use Wella free lights with 9% hoping to lift to around a level 7

Her hair has a lot of warmth in it and will go really warm (orange) she wants it a really ashy level 7 so I'm thinking to tone with illumina 7.81 and pastel

I'm just not sure if this will be enough to neutralise the warmth?

Any advise would be appreciated

I'd use 7/81 and 8/69 just to cover all aspects of warmth / unwanted tones :)

I would probably use 12% though on a base 4. With Freelights I was taught to always go up a level.
