Lightner help!

I used a ion lightner with 20 vol. on a level 7 hair. she had about an inch on virgin regrowth and the rest was previously colored. you couldnt tell much difference on her roots and the ends. I applied the lightner root to end evenly and left on for 45 min. the ends lifted to level 12 and rest lifted to level 8 and stayed. Why did the lightner do that? and why didnt it even out?

What were the ends coloured too? If doing a full head always apply to the darkest area first, wait to lift then the rest.
