Luo Color v the old Crescendo

Does any geeks know if the Luo color is oil based.
If it is, would it be very similar to the old Crescendo that Loreal used to make.

Also, if any one knows of any oil based permanent tints please let me know.

The new Loreal Inoa colour is oil based.
