Mixing NSI acrylic colours

I have the NSI acrylic system & use their coloured acrylics. When i mix the colours together to create a new colour, once on the nail it is creating a tye dye efect as in the colours aren't mixed properly to form a block colour. Is this to do with the powder? Or is it to do with my mixing? I have been asked to create a cream colour & struggling :(
 
I use NSI.

I'm thinking it's like to be your ratio not being the same with each bead and therefore, effectively some are more watered down than others.

I do find older powders can contain a few tiny clusters of pigment so just make sure you mix them well but if it's a tie dye effect I really think it's the ratio not being consistent x
