Neon Shellac colours

How do you get them actually neon? I'm doing them over cream puff but they just come out pastel?

I found this too so I now do 1 coat of cream puff, powder into sticky layer & seal with something like clearly pink, then second layer of powder & seal with top coat.

This gives a really strong pigment and also stops the accidental white showing through.
