HELP NEEDED.
long story short I don't know to do Level 2 or 3, ive read into level 3 and it doesn't say anything about cutting. Would I have to do level 2 one year then 3 the next

You need to do level two!
 
You normally have to do level 2 first (VTCT or City & Guilds) as this covers the basics of health & safety, cutting, colouring, styling etc. Level 3 teaches advanced cutting techniques and the basics of colour correction plus bridal hair styling. Both levels teach other additional units but you’d need to check with your local training provider what’s being offered that year as it might depend on staff availability and timetabling.
Also, courses vary hugely in quality so it’s best to ask around for recommendations if you have more than one training centre nearby.
