Vinylux on top of Shellac

If you wanted to use a Vinylux matching colour over your Shellac. would you need to then apply Vinylux top coat? What would happen if you didn't apply the top coat?

I have a similar question, if you complete the shellac service then use vinylux for nail art, can you then apply shellac top coat ?
