White blonde hair

Can anyone help me to achieve white blonde hair?? I currently use Wella products and have tried all the toners, but I still dont seem to achieve that pure white colour that people seem to achieve by using loreal toners. I have never worked with Loreal, so would aprechiate it if someone could tell me what toner is best to use. I would like this for my own hair and my clients!!

I used L'Oreal Platinium pre-lightener on a client and got it up to white, one application all over and then a second on any bits that were still a touch yellow. No toner required.
