White blonde Wella

Hi guys,
I'm looking for some advice, my sister has decided she wants a scalp bleach to achieve an all over even white blonde. She currently has bleach highlights, she's had two sets, one full head and one half head, her hair was virgin before the highlights.
She's naturally about a 7.
My initial thoughts were bleach, 6% and 0/81 starting on the roots, then working back to front on her mid lengths and ends as the hair on top is blonder from the half head we did last time. Hopefully this Will achieve an all over even lift. Then I was going to silver shampoo and possibly tone with 10/69 & pastel.
Can anyone recommend a wella toner that will help me achieve the blonde in the picture attached, I love 10/69 but I'm afraid that it will darken the base too much. I have no doubts about it lifting its just tone

Salon I worked in used to do and I've just carried on. Is there a reason why I shouldn't mix 0/81 with my bleach? I've never had any problems.

Its a waste of product as the bleach dissolves the colour molecules as soon as the developer is added. It has nil effect.

And isn't recommended by manufacturers.

10/69 and 9/60 with pastel will be perfect just don't take your eye off it!

Do you have olaplex? Because I would attempt this without and i'd start in the back with pastel.
