Are you working with a natural or tinted base?

On natural I would just use either 2 shades lighter and the appropriate developer. Depending on the tones reguired. If tinted then I would bleach sections of the hair, deepen the base if necessary and then tone the lighter sections with 2 shades lighter maybe 1.5shades lighter and aim for a slightly warmer result than the base colour.
Example if the base was CT 4/71 then use 6/71 to tone the lightened pieces.
