Colour advice please

Hello all, a new client would love this colour,
Currently she has very bleach, yellowish mid length and ends and wants it more toned downed to golden colours. She has previously worked abroad which has lightened it too.
By looking at this picture I want to use a high lift, with an 8 and perhaps some base 7's to break it up. Would I still use bleach in a foul

and then tone the overall colour down once it's been washed off?
Any advice would be greatly appreciated
I work with wella and lloreal and her natural base is 7 which she has about an inch of the growth.

I work with L'Oréal and I have a client who's about a base 7 naturally and I do bleach , highlift and base 8.3 (as she wants it more golden) and I find they colours work great.
