Colouring 100% grey hair after psoriasis

Client has 100% grey hair but has recently had psoriasis.
She has been on medication and a special shampoo for 6 months. And was told not to colour her hair.

She has now been told it's ok to colour her hair.. and wants a light blonde colour picked out level 10 on colour chart.

Obviously level 10 won't cover grey so I choose 99.0 wella kp.

It gave me a very dull ashy colour??

So we toned it with colour touch 9.3 which still didn't do much

I've added a pic ..any advice to achieve a nice light blonde.

Think I'm going to either do some highlights with olaplex
or a cleanse with blonder and pastel and then olaplex and then 9.0 & 9.3
Think that's where I went wrong it was so white grey and I should have added some gold into the mix
