Do we need one in order to hold clients CRCs?
 
Not if you just keep record cards.

ICO - Notification handbook gives the requirements for having to register under the data protection act, and you are exempt under "Q2" if you just keep record cards, as you only need to register if you store personal information about people on a computer or similar system.

Actually, you should be exempt from having to register if you store client records on computer too, according to Q9 on that same page of the ICO site (thank you Marian Newman for pointing this out)... provided that you comply with the requirements to only use them for "core business" purposes.
