Epibrows: is there an age restriction?

Those that are trained in this treatment, could you help me out. I have a friend who's daughter wants to get her eyebrows done (epibrow) and isn't sure whether she is old enough to have them done she's 16, is there an age restriction or does it depend on their insurance? x

Hi it's strictly over 18s. It's a form of tattooing and although I know this, my local environmental health officer kept drilling it into me that it's against the law to do them on under 18s x
