Yes it will make it stronger.
Sometimes I do 2 structure.

1x foundation
1x structure or 1x simple sheer
2x white
1x structure
1x TIO

I do white straight on base after dry wiping the it doesn't bleed but only if I'm using sheer on top. If I'm using a pink I do that after base then dry wipe tips so it doesn't bleed. I tidy up smile lines with a gel brush if I go wonky!
