Just wondering if anyone knows why in college, we're taught that we don't have to perform a skin test before a head perm on a client, yet for eyelash perming (with a weaker chemical apparently) we have to skin test for the perm lotion, neutraliser and glue?

It's because you are not meant to get perm lotion or neutraliser in their eyes, or anywhere near their eyes when you are perming their hair.
Plus the hair industry is much less obsessed with h&S than the beauty industry in general.

your scalp is alot tougher then the sensitive skin around your eyes! I should know ive had perms with no probs, then on fri had an eyelash perm with no skin test and reacted to it!!!!!
 
Oh no, those are clearly the reasons then.
