Help, color correction

I have a client who wants the rest of her hair to match the bottom which is about an ashy level 9..as you can see she has dark roots and highlights that are an inch grown out..should i bleach wash her to bring up the dark? So basically all her ends are light..she has highlights throughout w/her natural dark (level 4) throughout..I'm new at all of this and am completely clue less on what to do..i was thinking a bleach wash and toner?

The link you posted for the image points to your aol email account which is why we can't see it. If you save the image to your computer, then you can upload it to a site such as imgur.com (or dropbox etc..) and use the link from there.
